3-4 cloves garlic, peeled
In blender or food processor, process garlic until finely chopped.
Add juice, nuts and peel and process until it resembles a cornmeal-like dry dough.
Add herb and process until finely chopped.
With blender or processor still running, slowly add olive oil, until it forms a cohesive paste. Use as you would any pesto.
Poster's Notes:
I made a couple of things using lemon balm that also used lemon. It might work if you substitute either parsley or mint (both commonly available in the supermarkets in the US, and probably available at most farmers markets.)

1/4 cup walnuts or pecans (I don't care for pine nuts...)
2 tablespoons lemon peel
2 cups fresh lemon balm (or herb of choice)
1/2 cup olive oil
We have lemon balm coming out of our ears (well, it's close to freezing this morning so that might need to be in the past tense, but...)
