In a large frying pan, brown chicken in oil 1 to 2 minutes per side, and remove to greased serving dish.
Add onions, garlic, and green pepper to frying pan and cook 5 minutes or until softened. Add chili powder, cumin, nutmeg, and cinnamon and cook 1 to 2 minutes more.
Add undrained tomatoes, water, sugar, cocoa powder, and salt and pepper and simmer 15 minutes. Add chocolate, stirring until melted.
Pour over chicken and bake at 180°C/350°F for 20 minutes. Serve over rice.
