Preheat oven to 350°F.
In large mixer bowl, combine flour, 1 cup brown sugar and softened butter; beat at medium speed two to three minutes.
Press into ungreased 9"x13" pan.
Pat pecan halves evenly into unbaked crust.
In a small heavy saucepan, combine butter and brown sugar. Cook over medium heat until mixture boils. Boil one minute, stirring constantly. Pour over crust.
Bake in center of oven 18 to 22 minutes or until topping is bubbly and crust is light golden brown. Remove from oven. Sprinkle on chips, but do not spread. Cool on wire rack. Cut into bars.
