Crumb Topping:
Preheat oven to 400°F.
Grease muffin cups or line with papers. Sift together flour, sugar, baking powder, salt, and allspice.
In medium bowl, whisk together eggs, milk, melted butter, and lemon peel; stir in preserves.
Pour egg mixture into dry ingredients; stir just until all dry ingredients are moistened. Spoon batter into muffin cups.
Topping: In a small bowl, combine flour, sugars, and allspice. With a pastry blender or two knives, cut in butter until mixture resembles coarse crumbs. Sprinkle crumb mixture over muffins.
Bake 20 to 25 minutes. Remove from pan to cool.
